Directors

Phathi Masimirembwa
Phathi was appointed as Managing Director in October 2022. She joined the company in March 2019 to manage various mentoring programmes in the public sector and also served as a mentor for many candidates. Phathi holds a Master of Business Administration Degree, BEng (Hons) from the National University of Science and Technology (Zimbabwe), is registered as a Pr Tech Eng and is an ECSA reviewer.

Kibiti Ntshumaelo
Kibiti was appointed as a Director in 2018 and appointed as the Chair in February 2020. SAICE-PDP is fortunate to benefit from his extensive experience in numerous Managing Director and Board roles. Kibiti provided mentoring support on a previous SAICE-PDP candidacy programme and has a personal appreciation of its passion for developing professional engineering capacity.

Sekadi Phayane
Sekadi is a professionally registered engineer and as the Chief Executive Officer of the South African Institution of Civil Engineering (SAICE), brings with her a wealth of knowledge and experience gained from a diverse and seasoned career in the civil engineering industry. She believes strongly that mentorship remains critical in enabling and fostering relationships between our senior professionals and young professionals which is a priority to ensure continuity in terms of service delivery within our country. Sekadi’s vision aligns with the mentorship efforts of SAICE-PDP.

Steven Kaplan
Steven joined SAICE as COO in April 2013. He was Acting CEO from September 2018 to March 2020 and a SAICE-PDP Director in 2019 and 2020. Steven was instrumental in forging a collaborative relationship between SAICE and SAICE-PDP. He has a keen interest in supporting the career growth of younger graduates, by providing mentoring guidance and advice towards professional registration. Due to his support of SAICE-PDPs initiatives, he was appointed as a Director again in September 2024. Steven brings a valuable contribution to the development of candidates in the local government space in his role as a SAICE-PDP mentor.

Neil Macleod
Neil is the longest standing Director, appointed in September 2009. With his wealth of experience in municipal engineering, particularly Water Services, his extensive network and ability to think strategically, Neil has offered insight and direction in many challenging situations.
Members

Mehboob Babamia
Mehboob has been an invaluable member since 2007. With his eye for detail, he has identified inconsistencies or omissions in key documents and offered strategic input. His municipal experience in roads and stormwater has been valuable to municipal support teams.

Errol Kerst
Errol has been a member and SAICE-PDP stalwart since 2012. He is passionate about mentoring and upholding the professionalism of the civil engineering environment. Errol mentored a number of candidates as well as mature individuals on the various LGSETA candidacy programmes. He also served as SAICE president in 2018.

Simon Mqamelo
Based in Mthatha, Simon shares firsthand the challenges faces by rural communities, poorly capacitated municipalities in the province, and has supported SAICE-PDP in many Eastern Cape projects.
