Kibiti Ntshumaelo

Kibiti was appointed as a Director in 2018 and as the Chair in February 2020. Kibiti has extensive management and Board experience. Aligned with one of SAICE-PDP’s key roles, Kibiti is a committed mentor who provides opportunities for candidates within his company to develop, and served as a mentor on a previous SAICE-PDP candidacy programme.

Steven Kaplan

Steven was appointed as a Director of SAICE-PDP in January 2019. As the Acting CEO of SAICE until March 2020, Steven has been instrumental in forging a collaborative relationship between SAICE and SAICE-PDP. The alignment of efforts has enabled a united front when engaging with industry leaders, stakeholders, and the built environment at large.

Allyson Lawless

Allyson has managed the company since 2004. The range of projects tackled has been immense, from researching and publishing to offering municipal support, managing bursary schemes, developing and implementing mentoring programmes, launching the Candidate and Municipal Academies and advising government on technical skills development.

Neil Macleod

With his wealth of experience in municipal engineering, particularly Water Services, his extensive network and his ability to think strategically, Neil has offered insight and direction in many challenging situations.


Mehboob Babamia

Mehboob has been an invaluable member since 2007. With his eye for detail, he has identified inconsistencies or omissions in key documents and offered strategic input. His municipal experience in roads and stormwater has been valuable to municipal support teams.

Chris Herold

As SAICE president of 2016 with a keen interest in supporting government, Chris has identified opportunities for the company and provides whatever data he considers necessary to assist with the work of SAICE-PDP.

Errol Kerst

Errol offers the legislative, budgeting and HR practicalities of a consulting engineer to the staff of SAICE-PDP and brings the perspective of under-capacitated municipalities in Mpumalanga. Errol provides mentorship to a number of candidates as well as mature individuals on the various LGSETA candidacy programmes, who are employed by Mpumalanga municipalities. He also served as SAICE president in 2018.

Theresa Mjenge

Theresa was appointed as a SAICE-PDP member in 2019. She has had experience in municipal infrastructure and project management on mega projects. Theresa serves on the SAICE Durban Branch Committee and SAICE Council. She believes her role in life is to inspire, challenge, instruct and empower others and she has successfully mentored candidates to professional registration.

Mompati Mmusa

Mompati was appointed as a member in 2019. Mompati is a Pr Eng and has had extensive experience in the design of reinforced concrete and steel structures. He is a keen user of finite element software and enjoys sharing his knowledge and lecturing on the topic. He has supported many candidates on their road to registration.

Simon Mqamelo

Based in Mthatha, Simon shares firsthand the challenges faces by rural communities, poorly capacitated municipalities in the province, and has supported SAICE-PDP in many Eastern Cape projects.

Sundran Naicker

Sundran was inaugurated as the 2017 SAICE President. One of his strategic goals was to set up Codes of Best Practice for civil engineering departments at Universities and Universities of Technology. Sundran has also committed to SAICE-PDP as he shares our passion of developing engineering graduates.

Martin van Veelen

Martin’s consulting and international experience, and his passion to support government objectives as evidenced in his presidential speech of 2012 means that he is well placed to offer strategic direction to SAICE-PDP
